Lictors carrying fasces. In ancient Rome the Lictors were public officers and bodyguards to the chief Roman magistrates, they carried rods decorated with fasces and inflicted punishment on those sentenced by the magistrate and commanded everyone to pay proper respect to their masters as they went through the city.
