In this satire, British ministers--probably Thurlow, Bute, Loughborough, Sandwich, North, Jenkinson and Mansfield--float in a large bowl watched over by a cat-like monster. Dogs with collars lettered "America," "France," and "Spain" swim towards them while, on the shore in the foreground, a thin greyhound representing Scotland gnaws on England.
