Frank Billings Kellogg, US Secretary of State, 1928, (1935). Frank Billings Kellogg (1856-1937) was US Ambassador to Great Britain from 1923-1925. He returned to the United States to serve as Secretary of State in the administration of President Calvin Coolidge. Kellogg is best known for his involvement, together with French foreign minister Aristide Briand, in drafting the Kellogg-Briand Pact, signed in 1928, for which he won the Nobel Peace Prize in 1929. The pact was a treaty intended to bring about the renunciation of war as an instrument of national policy. From "The Silver Jubilee Book - The Story of 25 Eventful Years in Pictures".
